Monitoring Evaluation of Poverty Impact

The Government of Samoa (GOS) will be assessing the impact of reforms that have taken place in the telecommunications and postal sectors on poverty levels and vulnerable groups in Samoa. The World Bank-funded Telecommunications and Postal Sector Reform Project (‘Project’) launched in 2003 has been providing assistance to the GOS in the reform process.
The consultant for this project is ANZDEC Limited from New Zealand.
Provide local expertise assistance to the consultant to achieve the following objectives of the assignment:
Assist in identifying the vulnerable/disadvantaged groups and in defining the scope of the impact assessment;
Assist with development of a M&E framework for evaluating the impact of reforms on the identified groups, including both quantitative and qualitative techniques
Assist with development of data collection instruments including for baseline data
Assist in identifying key social and economic issues that are impacted by the development of telecommunications and postal services, and develop indicators for benchmarking these issues;
Determine the effectiveness of existing strategies to accelerate access to communication services in the rural areas
